Why ball pen  works on paper but  not on glass or  oily surface?

We have been using ball pen to write  on paper since childhood, But have you ever noticed one thing, when we run a  ball pen on paper, then it writes

There is a refill in the ballpoint pen. In this refill, a socket with roller ball  mechanism is installed on one end,

Just after it is filled with ink and a  semi-solid grease is applied to the  other end. Which prevents the ink from  drying out and leaking out.

When the ball pen is run on the paper,  the roller bulb rotates in its place,  due to which the ink comes out  and writes on the paper.
